Prices barely budge, with slight activity in CSAPR emissions market

Another sluggish week in the Cross-State Air Pollution Rule emissions market again kept prices mostly unchanged.

Brokers noted some interest for Seasonal NOx allowances, but limited transactions did nothing to alter pricing. One broker reported a Seasonal NOx trade Wednesday at $175/st at a volume of 715 st.

Another market participant noted that, for the last few weeks, some utilities have looked to true-up on Seasonal NOx allowances by making deals of smaller volumes, as little as 10 st, that traded at a premium to market prices.

The price of Seasonal NOx allowances fell 11% two weeks ago, but has remained firm since. Platts Thursday assessed the Seasonal NOx allowance price at $180/st, unchanged from last week, based on the midpoint of broker marks.

Inactivity in the market this week for Annual NOx allowances kept prices steady. Platts assessed Annual NOx allowances Thursday at $95/st, unchanged from last week, based on broker marks.

A trade last week, at $2 for Group 1 SO2 allowances, dropped its price to that mark, but a lack of deals this week along with unchanged broker marks pushed up the price. Platts assessed Group 1 SO2 allowances Thursday at $4.50/st, up $2.50 from a week ago.

The price of Group 2 SO2 allowances was assessed Thursday at $12/st, unchanged from last week, based on broker marks.
