US-based PVC and caustic soda producer Shintech wants to site its new 500,000 mt/year ethylene plant at Plaquemine, Louisiana, according to a state Department of Environmental Quality air permit application made available to Platts on Thursday.

Earlier this week, Shintech's parent company, Tokyo-based Shin-Etsu Chemical, said Shintech had applied for a construction permit for the new Louisiana plant, but did not give an exact location.

The ethylene plant would be part of the company's existing complex at Plaquemine, according to a letter dated April 14 and submitted as part of the application materials.

The application was submitted for Shintech by Providence Engineering and Environmental Group.

Shintech operates three PVC production facilities -- a 590,000 mt/year plant in Addis, Louisiana; and a 600,000 mt/year plant in Plaquemine, Louisiana; a 1.45 million mt/year plant in Freeport, Texas.

In June 2013, Shintech announced plans to hike the caustic soda, vinyl chloride monomer and PVC production capacity of its facilities in Louisiana by 200,000 mt/year, 300,000 mt/year and 300,000 mt/year, respectively, by 2015.
