China sets stable non-state crude import quota for 2012

China's crude import quota under non-state operated category is 29.10-mil mt for 2012, without change from 2011, according to an announcement by the Ministry of Commerce (MOFCOM) of the PRC.

This quota is higher than a monthly average of 20.93-mil mt of crude imports in the first nine month of 2011, which was showed by the data from the General Administration of Customs.

MOFCOM has granted 22 enterprises crude import licenses under non-state operated category, with over half of which owned by the Chinese government, C1's record shows.

For an enterprises to apply for such an import license and quota, it needs to have a registered capital of no less than Yuan 50-mil, bank credit line of no less than US$20-mil, crude jetties with at least 50,000dwt of handling capacity and at least 200,000 cubic meters of crude storage capacity.
